Development of on-line platform for analysis and scenario planning of sustainable development of Ukrainian regions in the context of quality and security of people's life
The purpose of the work is to increase the completeness and effectiveness of analytical and information support of the management decision-making process (in the form of mid-term and long-term strategies and sequences of government actions) aimed at ensuring the sustainable development of regions and Ukraine, as complex socio economic objects, expense of developing new and improving existing systems analysis, big data mining, foresight, scenario planning and management and online platform for their application in situation center mode. A set of methods for eliminating uncertainty in modeling and estimation of complex dynamic systems is developed. Methodical developments for harmonization of data of different nature and algorithms for their application in the construction of indicator models for dynamic systems of different nature have been improved. New result was the possibility of joint use in the construction of indicator models of the results of expert evaluation, the results of direct measurement of system properties, as well as the results of
indirect evaluation in the absence of other options for measuring system properties. Based on this, the Sustainable Development Index has been calculated, scenarios for the development of administrative and territorial units of Ukraine have been developed, and the relationship between government actions and social activity of society has been evaluated. The basic microservice architecture has been developed, which is used as a basis for the deployment of diverse tools and is presented as a modern cross platform software complex. As a result, an on-line platform was created as a distributed system to support sustainable development decision-making. During the course of the study, a number of application models were created and implemented for the analysis of different subject areas, including, in particular, a database of thematic indicators. These results formed the basis of the Information and Analytical Situation Center of Igor Sikorsky Kyiv Polytechnic Institute.
